Seems the problem is explained here: http://blog.fraggod.net/2012/06/16/proper-ish-way-to-start-long-running-systemd-service-on-udev-event-device-hotplug.html So package openct needs to have new udev rules because RUN+=... no more work well and needs to have service files for work with systemd.
