#3229 imm: no expected reboot during multi partitioned clusters rejoin

During rejoin clusters, SC-3 don't go to headless as expected.

imm: fix no expected reboot when multi partitioned clusters rejoin [#3229]

- Let IMMND go into headless when it seen two active IMMDs
- Intialize ex-IMMD node id for IMMD
