#3034 msgd: narrow ntf filter for receiving notifications

If the active controller does a failfast, when the new active takes over and there are a lot of AMF state change notifications, msgd can show the following in the log during the switchover:

saNtfDispatch failed: 6

This is because msgd doesn't setup the state change notification to only receive its own, but it receives every state change notification in the system. This needs to be narrowed when the filter is setup, so that msgd only receives its own notifications.
