#2803 amfd: dependent SI becomes PARTIALLY_ASSIGNED after restart SCs

Configuration:
- 2N SI is sponsor, NWay active SI is dependent one.
- 2 SUs hosts on SC only have 2N assignment
- 5 SUs host on all nodes have NWay active assignment.
- Unlock-in/Unlock all SIs
- Stop SCs
- Start SCs
- 2N SI is FULLY ASSIGNED, NWay active SI becomes PARTIALLY_ASSIGNED.
