Ticket 64 added support for split-brain prevention using a consensus service.

We could further document how to setup etcd with the sample etcd plugin provided, including etcd clusters setup outside of OpenSAF nodes. In addition, it may be useful to provide a sample plugin for another key-value store such as consul.
