#2308 MSG: failover of msgq after node down can take 20 seconds

If a node is hosting a message queue, and the node is rebooted, it takes 20 seconds for the message queue to failover to another node.

This is because CLM is not being listened to in msgd. The fix is to make sure CLM is being listened to.
