#1818 NTF: Issue of sending message with priority in agent

There's problem that intermittently fails ntftest when running test as suite.
For instance as running suite 2, the test sometimes fails because of
2016-03-10 14:53:01 SC-1 osafntfd[463]: ER NtfAdmin::subscriptionRemoved client 28 not found

trace is attached.

The test fails because mdsncs_down of previous test comes after initialize msg of the current test, thus the client will be removed at current test unexpectedly
