#15 research: are dupe tables being created?

given the two tables:

L3_Active_ShipMethod_X
L3_ShipMethod_Active_X

are they equivalent? can one be removed? If the rubinator
algorithm were changed to include ALL rows from a table if
only one were over the 'row limit', then, would the
tables be
equivalent. if so, adjust the rubinator algorithm to
only create
the first one.... probably the first one alphabetically.
