#8 Keyboard shortcuts and FGCOM restart not working

Checked against current version

com 0 works fine with [ctrl] keyboard shortcut,
com 1 keyboard shortcut [Left-Shift] does not activate com 1 transmit.

Also the restart link to the right of the comms frequencies does not restart FGCOM. It just kills the existing instances and then sits there with no FGCOM loaded.

Also, the current and future FGCOM clients uses --server= and not --voipserver= as executable arguments. Worth updating OpenRadar to use --server= executable launch argument instead of --voipserver=.
