I've placed two files in CVS, xmltv.py and xmltvquery.py.

xmltv.py is basically a Python implementation of XMLTV.pm.

xmltvquery.py is a query API that I wrote today. The most popular searches 
are currently covered and there are some examples at the bottom, doubling as 
a test.

If you type 'python xmltvquery.py' the test will be run.

I think my next step is to create the daemon and the event framework.
