#21 Cannot open completely

I have downloaded the openproj-1.4 windows installer which appears to run completely but when I open the program I am presented with the Serena licence window which I can only close through windows task manager and never reach the Open Project which appears to open behind the licence but which is closed with the licence by the task manager.
The program has been installed on Windows XP Home with Java installed
