#6 libpapi-ipp should support HTTP authentication

The PAPI specification has a means of providing user
name and password information when connecting to a
print service. This information is currently being
ignored and instead, the process owner is being used to
set the requesting-user-name. The information supplied
by papiServiceCreate(), papiServiceSetUserName(), and
papiServiceSetPassword() should be put into the HTTP
header for use during negotiation and further
authentication with the print server. This will allow
remote IPP servers to authenitcate and authorize users
as described in the IPP specs.
