[openorb-general] Network Physical Connection (Cable) Failure detection

Greetings folks,

I wonder if anyone knows of a tool that will detect network phsysical fai=
lure=20
connection rather disconnection at the cable level. What I an trying to=20
establish is whether the physical connection is  Up/Down.

I came accross a tool called nicinfo but don't know where I can get hold =
os=20
it.
