#454 halt timeout when debug stm32f103c8 over jtag by cmsis-dap

hi everyone!
I want debug the stm32f103c8 cpu over jtag by cmsis-dap, use openocd, but openocd could not halt cpu, help me plz, thx in advance, the attachment is the log, I think, the main reason should be that the halt command cannot be executed correctly, resulting in timeout errors
