the NS should send notifications of platforms being
down to the registered contact of the platform, the NS
should only send one mail for each significant change
in state (i.e. platform going down)
some issues to consider are :
- opting out of mail (a simple web interface with a
table of dont-send email addresses i think)
- the volume of mail sent if a platform is periodically
going up and down then maybe we should limit the
ammount of mail being sent every day or something.
