#10 Remote layersets should be associated with url not provider

It can be that more than one web service exists offering layers. The layersets defined in the layerset manager should be specific to the modeller plugin url, not the plugin name. To be completely generic, all plugins could have 1 or more urls and layersets would be associated with the url only.
