I think that is weapons production, not base building costs.

This is the key factor of the game. Giving one race a 50% advantage
seems not appropriated to me.
Bad enough that KEA has a -50% weapon production malus, which does not
seem sound to me as well. But a 50% benefit on base constructions,
turrets, SGs, DHs ... that looks odd.
