Don't just do something like that.  If you are lowering that you raise 
Research to 90%.

Otherwise if you think there is a problem with the 1:2:10 
Building:Researching:Producing Ratio then say.  And we can change that ratio 
and reblance the #s.  Doing things in crements of 5% is to make the numbers 
come out better, it avoids less rounding issues and makes for nicer #s.
