Well I said they will promote teamwork, not enforce it. You could do everything 
yourself but working with others will save you a lot of money in the end. Also 
I was trying to put a stop to arranged alliances. Even MC had the big idea to 
all pick 1 or a maximum of 2 different races.

Yes KEA are still best for hauling low lvl goods and that's a big advantage. So 
in order for them NOT to be able to do everything by themselves I gave another 
race the big building bonus

I dropped a lot of modifiers to make life easier on the coders. What I have to 
go on now is what is already coded and even then I added a few small onces

Well Paragon don't have that penalty so you don't need to change the shiplist
