#43 Local Sales Tax

If you have over 35 members you get an additional 1% local
sales tax, right? Well that 1% isn't supposed to go to the vault, but
it does. I think that should be fixed...
If you fix it then the idea Trigger submitted in the phorum about
linking Racial Bounties with taxes collected by each race can be
implemented.
