I can assure you this _is_ 'normal' for this kind of piano music
(apart from the fact that the music is somewhat beyound 'normal' music 
;-), and it's surely not on the engraver's behalf but that of the composer.
The only reasonable alternative (sometimes used by Liszt) would be to 
put the melody on its own staff.
