Aren't most LaTeX packages licensed differently from GPL?

I think there's a level of truth to that and also to David's noting that there
is not actually a combined entity being formed.  But I still find the situation
far too ambiguous for my taste, and tweaking the licence (or adding a clear
exception) might be the easiest way to resolve that.
