I've used Template-Toolkit a fair amount and quite like it. Haven't used
CGI-Formbuilder though.

The other package I suggest you look at is CGI-Application. It's more in
the controller layer (a go between for the API/model layer and the
presentation/view layer). Cees's CGI-Application-Plugin-TT plugin makes
using Template-Toolkit quite painless too.
