#113 support for hakpak-order

Sometimes (e.g. when two paks contain the same file) it is of
interest which hak-pak transcribes the content of the other paks.
Currently there is no possibility to appoint such an order.

E.G. if you have an hak-pak addition, that fixes some bugs, or addes
some new thing and must therefor overwrite some files within older
haks, there is no possibility to tell neveredit, that the new hak-file
should be loades at the end of the list.
