#60 Last-modified checking is unreliable

The last-modified checking of an unversioned resource seems to be unreliable, resources are being updated too often.

A proposal is to replace the HEAD/GET combination with a GET, using the "If-Modified-Since" header. See RFC 2396 for details.

    Correction:

    RFC 2396 is URL syntax. The description of "If-Modified-Since" is in RFC 2616, HTTP/1.1.

    This was caused by duplicate entries being in the resource map. See issue#554964. This is now fixed. The "If-Modified-Since" technique has been added as a feature request, issue#555178.
