[OpenJade-users] W3C Validator uses OpenSP and it can't download DTD's from behind a proxy

I'm trying to install and use W3C Validator which uses OpenSP.

OpenSP needs Internet access to download DTD's.

Unfortunately I only have access to the Internet via a proxy and when
OpenSP tries to retrieve DTD's it fails.

This has been posted in the past with no solution.
There is also a feature request which was added a year ago but is
still unassigned.
Does this mean that it's unlikely it will be actioned or this code has
gone stale?

I'm hoping someone has figured out a way around this.

The DTD I'm referencing is XHTML 1.0 Strict.

I don't know how the code works but there seems to be some concept of catalogs.

I tried adding
PUBLIC "-//W3C//DTD XHTML 1.0 Strict//EN" xhtml1-strict.dtd
to html.soc but this did nothing.  I actually deleted this file and
got the same result so it can't be referencing it.

There is obviously more to it then just updating this catalog.
