#22 Port Lyrics code from 4.0

The lyrics code in anything before 4.0 isn't that great.

You set a line to play for say 10 seconds... and it'll just play at whatever speed Stepmania/OpenITG has set internally... The 4.0 lyrics code actually lets you set how long you want each line up, so it actually seems to go WITH the music.

I know some people don't use / like lyrics... However I have Deaf / hard of hearing friends that actually play ITG on my machine, and it's a bonus for them to actually know the lyrics to songs as they're watching...
