You can grab 2.13 from:

http://www.openinteract.org/ppmpackages/Template-Tookit.ppd

But maintaining this has now moved to the much more active (and 
complete) theoryx PPM archive which you can add to PPM with the 
following command in the ppm shell (all on one line):

rep add theoryx 
http://theoryx5.uwinnipeg.ca/cgi-bin/ppmserver?urn:/PPMServer58
