At startup the server grabs all the package libraries and copies them to a
flattened temporary library directory. Typically this is
'$WEBSITE_DIR/tmplib' and in your case this appears to be
'/home/httpd/www.website.com/tmplib' -- see that the directory exists, the
webuser has permission to write, etc.
