Can you define your website/repository directories like this instead: --website_dir=c:/apache/OI/conf/package_repository.perl IIRC OI uses join( '/', $dir, $dir ) instead of File::Spec to create paths, and I think Win32 will do either '/' or '\' but not both in the same path.
