That's so, on both counts.

I love it! Send me your SF username offlist and I'll add you to the
project; this will give you read/write CVS access.

I'm actually keen to offload most/all of SPOPS improvements/maintenance 
on
other folks. (Simon, I'm looking in your direction.) If you're 
interested
shoot me an email -- folks contributing code/ideas to the mailing list 
are
*strongly* preferred.
