[Openinteract-dev] link to docs from next OI2 beta

The next beta (beta 3, 1.99_03) for OI2 is still 7-10 days away. But 
one of the large additions is OI2::Manual::Tutorial which I thought 
might be helpful to people now. You can reach it through:

   http://openinteract.sourceforge.net/docs/oi2-snapshot/

If you have any suggestions, questions, typos, etc., please post to 
the list or to me directly.

PS - Note that while most of the examples from the tutorial work 
with the current beta, a few don't due to changes made since. 
Writing a tutorial is a great way to find bugs :-)
