This is not my experience (using OpenInteract-1.99_01):
$ mkdir foo
$ cd foo
$ ls
$
$ export OPENINTERACT2=/home/greg/dev/oi2/website
$ oi2_daemon
Using OPENINTERACT2 environment for website directory:
/home/greg/dev/oi2/website
Using daemon configuration from website directory
OpenInteract2 now running at URL <http://<my_hostname>:8080/>
$ ls
daemon.log oi2.pid
$
