[Openinteract-dev] SPOPS now its own SF project

I've moved SPOPS into its own Sourceforge project. For now, the 
main effect of this is that the sourcecode now has a new CVS 
repository -- you won't be able to checkout/update the code from 
the OI repository any longer. And the nice folks at SF moved the 
CVS files to the new project so the history is maintained.
