You mean that since the page isn't active an access to it (so you get the box with the editing links) gives you a 'Not active' error? This is kind of a chicken-and-egg thing, and you can get around it by using the search form (/Page/search_form/) and finding your page, or by just clicking the 'List' link (/Page/directory_list/) and drilling down to the directory. I've just made a small update so that admins can set whether they want to find active/inactive pages in a page search.
