I built Debian packages following the instructions at http://www.openimscore.org/?q=debian_packages . The P-CSCF failed to start because pcscf.cfg references /usr/lib/ser/modules/emerg_info.xml, which doesn't exist, triggering a segmentation fault in SER.

Setting emerg_support to 0 and commenting out the next two lines worked around the problem.
