#26 Retrieve IPMI SEL from MC

We need to be able to retrieve SEL entries maintained in
the BMC's non-volitile storage.

With that, if BMC supports delete and insert, we need to
enable those functions.

We're still working with OpenIPMI on getting the openHPI IPMI
plug-in to do this.
It should be ready by 0.5.

Finally we have IPMI SEL info working.
Now we have to get the acutal entries and interpret them to
user-readable data.

Code for retrieving the SEL entries from resources with
SEL_CAPABILITY in the IPMI plugin is complete.
However, the data is raw and not in HPI event types.

I will close this since the core logic is done and open a new
request for 0.5 to complete the event mapping.
