#2000 Change windows README and ChangeLog

Michael Thompson tested windows on Visual Studio 2013 and it works well. He is testing it on 2017 also. Update the documentation (baselibs/csharp/README) to reflect this after 2017 test results. The 3.8.0 release was made on Mar 9, 2018 with a fix for bug #1999 included in it. Change the date on the release in ChangeLog from 03/01/2018 to 03/09/2018.
