Make IS_LSI32(a) macro Endian-independent and remove the IS_LSI(a) macro
  specific definition for MAXOSX and BIG_ENDIAN
Change byte order of endbox LSI returned by files config library
  note: is this compatible with ldap and ifmap config libraries?
