#48 opening a published report after metadata edit

Create a new report publish it.

Edit some metadata, say its title.

Submit it. We now have a new draft report.

Attempt to open the draft report. Client refuses to
open it. TCP-MON reveals that the server has declared
it doesn't support the PROPFIND method....

If you then publish it, then the report can be opened
and edited as before.

Note - you can edit the report as many times as you
like without this problem occuring
