some changes to the openh323 CVS are happening over the next couple of
1) the h263 codec in openh323 has been updated, and added to.
It has been replaced by a new version of ffmpeg.
this version compiles with mingw on windows, or gcc on linux
From this compilation, a libavcodec.dll or libavcodec.so is
generated, which is dynamically loaded when the program runs.
2) Andrew Morrow has worked very hard and taken the H263 codec from vic
and ported it for openh323. Thanks for your work Andrew.
This codec can be compiled with MSVC, or gcc on linux.
3) the ffmpeg and vich263 codecs are in the external directory of openh323
