#142 broken ABI/API accross notrace, opt and debug build in OPAL

folowing #1800568 the API/ABI also in OPAL will need to be updated to allow exchanging notrace, opt and debug builds without recompiling all subsequent applications/libraries. Having an interface that is determined at compiletime makes it perfectly impossible to allow users to just switch in ptrace and debug builds of the library *only* when they have a use for it and for the rest of the time running the notrace at full speed.
