OpenG Serial Port API

Hello Jim,

I was a little bit off, but now the first description of the
project  is  available  (see  the  attached  lvserial.html).
Because  my  english  is not the best, I would prever if you
are correcting this text.

I've  only  set the font and font size inside the html file.
If you like to have more formatting elements I'll do that.
