ogtk support for lv7.1 (win)

Hello, all
 
I have found some time to update the openg toolkit to support LV7.1 on
Windows (other platforms should follow in the near future).  This was a
problem with the Dynamic Palette View (dynamicpalette) package.
 
Additionally I have updated Restart LabVIEW (restart) for LabVIEW 7.1 on
Windows, and I have added a new package called "classic_sync" that adds the
classic queue and notifier submenus to the "Synchronization" palette.

Please download and test.  I'll FW the (SourceForge) file release
announcements to the list, which includes links to the downloads.
