OpenG Port IO library

Hello

I have made two changes:

1) I added a description.htm file inside the c_source directory
   which is the beginning of a description of the workings of the
   device driver/user space shared library.

2) I created a project page on OpenG for this module with a short
   description. However I made a mistake when creating that page
   by naming it "Open G Port IO" instead of "OpenG Port IO" but
   I don't know how to change the name of a page once it has been
   created.
