#28 OpenG Reference Object "Not a Refnum" function

There should be a public method of OpenG Reference Object for checking if an object reference is valid (e.g., "Not a Refnum"). (There is a private function called "DebugInfo.vi" which returns "not a refnum" but this is private and cannot be called by VIs outside the OpenG Reference Object class).
