Invitation for corrections

The data from opengeodb is now dumped from a web cgi where everyone is invited to add and fix data.

From version 0.2.5 on the SQL data is converted from a plain text file to SQL syntax.

The current data is parked on http://fa-technik.adfc.de/code/opengeodb.pl

The plain text versions can be downloaded any time with latest data directly from http://fa-technik.adfc.de/code/opengeodb

Changes are tracked and can be reverted easily.

Due to this concept change, the data structure was extended, while some data such as hierarchies has to be computed later on (currently on your own).
