Have you checked if you really have ddraw.dll ?
It should be located at: C:\WINDOWS\system32 folder
If you have it, run "dxdiag.exe", got to DirectX files tab and revise if ddraw.dll is reporting any problem, then go to next tab and click the button to test directDraw
If something is wrong I'd suggest to reinstall DirectX ... google for DirectDraw in the net and download and install the version compatible with your operating system ...

This computer is a Windows 7 x64 with 8 gig ram, I3-2120 with Radeon HD 7970. Running the latest version of directx and beta 13.3 or 4 catalyst drivers. The error I get is: the procedure entry point directdrawcreateex could not be located in the dynamic link library ddraw.dll.

Yeah I have the correct dll. This is a pretty good system that runs most new games fine and has updated video drivers and directx.

I have no idea why your DirectX cannot find the entry point for directdrawcreateex, maybe that latest version doesn't support DirectDraw anymore ?
I'll dig a bit to know if Microsoft has done one of its surprises
