[Opengc-devel] 0.54 corrupted windows release

It was pointed out to me that the Windows exe version of OpenGC 0.54 
had a corrupt zip file. This is hopefully now fixed. Although the new 
release has the same version number as the corrupt version, it adds an 
additional feature, the ability to turn the frame rate test on or off 
via an addition to the render window declaration line in the opengc.ini.

This therefore requires that you update your opengc.ini - I've updated 
the install pdf file to more thoroughly explain configuration issues.
