#3 frameborder in frame or in frameset tag?

w3c html 4.01 says frameborder should be in the frame
tag, but, in mozilla, that doesn't give the desired
effect. Since working with mozilla is a design goal,
this means that the output'd html frameset files are
non-w3c-validator valid.
